South Carolina DMV describes a golf-cart permit for eligible road use. To obtain one, the owner provides a completed GC-2 form, proof of insurance, and a valid driver's license number. If your cart has a permit, mention that and have the registration document handy; a permit is not proof that a buyer may drive the cart anywhere.

SCDMV says permit holders may operate during the day within four miles of their home or business on secondary highways, and that the permit must be replaced every five years or when the address changes. When describing a cart, distinguish its history of road use from use solely on a course or private property. Check current DMV guidance before making any promise about a buyer's use.
